Lulu’s Halloween Party starts at 6 pm, and its annual costume contest hosted by Arial Trampway & Friends starts at 9 pm. But of course every little devil and goblin knows that Lulu’s all day happy hour makes it the perfect haven for watching costumed revelers parade downtown throughout the day.
